Senior lawyer and Rajya Sabha member KTS Tulsi on Friday introduced a bill in the Upper House of Parliament for amending the Indian Penal Code, 1872 by making the sexual crimes gender neutral by including men and transgender in addition to women who are vulnerable to such offences.
The amendment bill called The Criminal Law Amendment bill, 2018 seeks to change “men” to “whoever”, to make it inclusive of all the genders regardless of who they are, simultaneously the provisions that deal with stalking, voyeurism, sexual harassment at work place, rape, etc.
The bill also called for adding the word modesty in the existing law. The copy of the Amendment bill regarding modesty reads, “ Modesty is an attribute which attaches to the personality with regard to community held belief of morality, decency, and integrity of speech and behaviour, in any man, women or transgender.’’
With the instances becoming common that men are being raped by women or transgender or vice versa, the institution and amendment of the law to make sexual crimes gender neutral becomes very crucial for the present society.
